



















The Ministry of Defence (MINDEF) and the Singapore Armed Forces (SAF) are promoting 801 personnel from MINDEF Headquarters, Army, Navy, Air Force and the Digital and Intelligence Service this year. These personnel include 796 Regulars and Operationally Ready National Servicemen, as well as five Defence Executive Officers (DXOs).
At the promotion ceremonies held at CMPB at Hillview Link on 26 and 27 June, Minister for Defence Mr Chan Chun Sing presented certificates to personnel promoting to the ranks of Major-General (MG), Brigadier-General (BG), Rear Admiral (RADM) (One-Star), Military Expert 8 (ME8), Colonel (COL), Military Expert 7 (ME7), Chief Warrant Officer (CWO) and Senior Warrant Officer (SWO), as well as to the grade of Defence Executive (DX) 16 under the Defence Executive Officer (DXO) scheme. Chief of Defence Force (CDF) Vice Admiral Aaron Beng also presented certificates to personnel promoting to the ranks of Senior Lieutenant Colonel (SLTC), Lieutenant Colonel (LTC), Military Expert 6 (ME6) and Master Warrant Officer (MWO). Also present were spouses and guests of the promoting personnel, as well as senior MINDEF officials and SAF officers.
The promotees for this year include Chief of Army BG Cai Dexian who will be promoting to the rank of MG, seven COLs who will be promoting to the ranks of BG and RADM (One-Star) and one ME7 who will be promoting to the rank of ME8. Among the list of warrant officers promoting this year, three SWOs will be promoted to the pinnacle rank of CWO.
A promotion ceremony for 481 DXOs and civilians was also held on 24 and 25 June for MINDEF/SAF’s non-uniformed personnel.
The annual promotion exercise is part of ongoing efforts to recognise, reward and develop officers, military experts, warrant officers, DXOs and civilians who have performed well and demonstrated potential to contribute further to MINDEF/SAF. All promotions will take effect from 1 July 2025.
